The President of the United States takes pleasure in presenting the Navy Cross to Lowell T. Stone, Commander, U.S. Navy, for gallantry and intrepidity and distinguished service in the line of his profession as Commanding Officer of the U.S.S. LAPON (SS-260), on the THIRD War Patrol of that submarine during the period 13 February 1944 to 1 April 1944, in enemy controlled waters of the Southwest Pacific. Through his experience and sound judgment Commander Stone brought his ship safely back to port. His conduct throughout was an inspiration to his officers and men and in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Donald "G" Baer (NSN: 0-78684), United States Navy, for extraordinary heroism in the line of his profession as Commanding Officer of the U.S.S. LAPON (SS-260), on the SIXTH War Patrol of that submarine during the period 4 September 1944 to 31 October 1944, in enemy Japanese-controlled waters in the South China Sea Area. Skillfully maneuvering his ship, Commander Baer conducted a series of three attacks upon heavily escorted enemy shipping convoys, which resulted in the sinking of four hostile vessels. Although his submarine was subjected to severe depth charge attacks, often close to shore, he succeeded in bringing the LAPON safe to port. By his courage, professional skill and devotion to duty, Commander Baer upheld the highest traditions of the United States Naval Service.

During the 2009 ceremony, Sturgeon-class USS Lapon (SSN 661) was the 11th submarine inducted into the Submarine Hall of Fame. Selection into the Hall of Fame is merited by the submarine's contribution to national security, and selection is conducted by the Hampton Roads Chapter of the U.S. Submarine Veterans organization.

Retired U.S. Navy Capt. Peter Flannery, served as guest speaker. Flannery is a former commanding officer of USS Lapon, and also former commander, Submarine Squadron 6 and commander, Submarine Squadron 8, both home based in Norfolk.

Lapon was awarded a Presidential Unit Citation for extraordinary heroism while conducting some 1969 operations of vital importance to national security, said Flannery. She is only one of five post World War II submarines to be recognized. The citation specifically cited the courage, resourcefulness, persistence, and aggressiveness of the officers and men of Lapon.

Our nation expected Lapon's crew to be physically harder and mentally stronger than any adversary at sea. Lapon's men persevered, never quit, and thrived on adversity.

We are more skillful as submariners today than we were forty or sixty years ago. We have better equipment, are more connected, and technology allows us to make good decisions more consistently. But make no mistake, the technological advancements will be diminished if we do not understand and then act on the need for sustaining the submarine culture that breeds such outstanding performance and accomplishment.
